DEVELOPMENT INITIATIVE FOR NORTHERN UGANDA (DINU)

The Government of Uganda (GoU) noted the inadequate or inappropriate skilled labour. low entrepreneurial knowledge. and limited application of technologies in production processes. particularly in agriculture and industry are failing to meet the manpower requirements for the job market. It further noted there is need to train youth in complementary skills critical in enhancing the use of technical and vocational skills with four major skills deemed relevant: entrepreneurship, life skills. financial and functional Literacy for Those who missed formal education. so that they can read and write. As such. GoU put forward and ambitious reform agenda for the skills development sector as describe in the BTVET Strategic Plan with the ambition to move from a ‘supply driven’ school-based system towards a modern ‘demand driven’ and flexible skills development system. The Plan actualizes the objectives emphasized in the National Development Plan (NDP) and National Education Plan (NEP) across different sectors and encourage the expansion of access to BTVET and support to informal self-employment opportunities for youth, the non-formal training programmes are aimed at enabling young entrepreneurs in the acquisition of’ practical skills, especially those without formal education and piloting new competitive and demand driven skills development mechanisms that are relevant for the local regional labour market and economy.
In June with the DINU Programme and the related MAPE Result Area I (“Improved skilling and employability of youth in Northern Uganda through access to relevant vocational training in the agri- business areas”), the proposed action seeks to contribute to the overall objective of the DINU OPM Youth Skilling Programme (YSP) of consolidating stability in Northern Uganda, eradicate poverty and under-nutrition: and strengthening the foundations for sustainable and inclusive socio-economic development It will specifically contribute to improving the livelihoods and economic opportunities of 160 vulnerable youth drawn from the five (5) West Nile Districts of Adjumani, Moyo, Lamwo, Nwoya and Amuru The 160 primary beneficiaries of whom at least 40 percent will be female, They will receive vocational training scholarships to participate in non-formal trainings in programmes under the agri-business and agricuture sectors. The expected result is immediate self-employment supported with seed capital leading to improved live hoods and local economic development. Amelo Technical Institute is now training 160 learners in CROP HUSBANDRY, HORTICULTURE and ANIMAL HUSBANDRY.
